Synopsis

There's a whiff of The Silence of the Lambs about this eco-thriller, as a government agent comes to rely on a charismatic adversary to halt a crime spree. However, Kelly Rowan's shaky alliance with environmental activist Stephen Baldwin is never in the same league, due to Jonathan Heap's by-the-numbers direction of a story centring on a bombing campaign against a controversial Seattle chemical plant. The simmering sexual frisson between the pair also never rings true, unlike veteran ATF man Tom Skerritt's scowling dislike of his longtime nemesis, who he blames for the death of his girlfriend on a sabotage raid.
